Look for a cotton twill zero stretch for inner robe and lining. Not tablecloth fabric.
Velvet is not a cheap fabric. And it doesn’t stretch. If it’s stretchy, it’s a velour. And that’s not ok.
And you’ll need 8-10 meters of it depending on height and size. As you can only cut it and wear it all ...
